Brief Profile

Dr. Anand P. Singh working as Deputy Librarian at University Information Resource Centre, Guru Gobind Singh Indraprastha University (GGSIPU), Delhi since November 2004. Prior to GGSIPU, he served  at various premiere and national research organizations viz, Indira Gandhi National Centre for the Arts (IGNCA), Centre for Biomedical Engineering (CBME), Central Library Indian Institute of Technology (IIT Delhi), and Indian Agricultural Research Institute (IARI) Library. For a short while, he was gone for teaching assignment as Reader, Library and Information Science, Bundelkhand University, Jhansi. He was awarded Ph.D. in 1997 from the School of Studies in Library and Information Science, Jiwaji University, Gwalior, for his work ‘An investigation into the development of computer-based multimedia information system with special reference to voice data’.

In 2014, he got an opportunty to serve Chaudhary Charan Singh Haryana Agricultural University, (CCSHAU) Hisar as University Librarian and Director, HAU Bookshop. Dr. Singh repatriated to parent organisation in May 2015.

Throughout his career, he has held numerous significant roles, including his current position, and University Nodal Officer for UGC-INFONET, Shodhganga, URKUND, E-ShodhSindhu, One Nation One Subscription, Spoken Tutorials, EGranthalaya, IRINS,  MyLOFT-Remote Access, TURNITIN to mention a few. Dr Singh has been granted Pay Level-14 by the University since 2013.

Worked as University Librarian, Nehru Library and Director, HAU Book Shop at Chaudhary Charan Singh Haryana Agricultural University, Hisar from February 01st, 2014 to April 30th, 2015 in Pay Band-4 + AGP Rs. 10,000/- (Basic Pay Rs.53,000/-)(6th CPC).

Nature of Duties:

  • Overall management of Nehru Library and its offshoots in Colleges, KVKs/ RRSs.
  • Formulation of policies for library development/ modernization with the approval of Library Advisory Committee.
  • Revised Terms and Conditions for appointment of Foreign Journals Subscription Agency.
  • Implementation of policies approved by Library Advisory Committee/ Other Competent Authorities.
  • Implemented the decision taken during 2010 by Officers’ Committee regarding, not allowing Outsiders for Library Reading Room facility in letter and spirit.
  • Preparation of Plans for the development of all University Libraries.
  • Revamping of electric wiring from Aluminum to Copper.
  • Overhauling of AC plant and maintaining cozy environment in reading halls.
  • Face lifting and strengthening of columns of Nehru Library.
  • Upkeep of Library premises and its surroundings. Inviting Tender for better cleanliness.
  • Maintaining quality Photocopy & Canteen facility. Maintaining discipline, punctuality and work culture.
  • Formulation of recruitment policies and recruitment of library staff.
  • Regularization of DPL Farash against Regular post w.e.f. 1996.
  • Recruitment of Farash, DPC for the post of Bindery Foreman.
  • Recruitment of Library Assistant, Bookshop Attendant and Messenger through Contractor (DC Rate).
  • Reemployment of 08 + 01 Library Assistants in Nehru Library and College of Agriculture, Kaul.

  • Audit Para No. 10 (ii) of 1998 and para 10 of Audit Report 2010 -11 got dropped.
  • Compliance with Income Tex Officer, Dr Ajay for settling the case of Audit Para on Income Tax on House Rent due since 2011-12. Income Tax Deptt has refunded the Tax with interest back to HAU.

Teaching Experience

  1. Taught B.Lib.I.Sc. and M.Lib.I.Sc. students during the tenure at Bundelkhand University as Reader (LIS).
  2. Teaching Agricultural Information System (AIS), a compulsory course to PG Students of IARI during 1996 -2004 (8 years) as Faculty Member of Post Graduate School of IARI. Academic Council, Post Graduate School, Indian Agricultural Research Institute, New Delhi in its 342nd meeting held on 22 March 1999 has approved my induction into P.G. Faculty in discipline of Library.
  3. Invited as Extension Lecturer in Jiwaji University, Gwalior; Kurukshetra University, Kurukshetra; and examiner in various universities including N.D. Univ. of Agriculture & Tech, Faizabad and Indian Veterinary Research Institute (IVRI), Izatnagar, Bareilly.
  4. Trained various training participants (national and international) on access to digital information resources using state-of-the-art information and communication technology (ICT) for use of agricultural information.
